Tbilisi Declares 85% of Car Imports; Kvemo Kartli Over-Indexes on Exports
In the second quarter of 2026, entities registered in Tbilisi declared $552.53 million of passenger-car imports and $215.94 million of exports. Kvemo Kartli held only 4.4% of import value but 11.8% of export value, making it the clearest regional export over-index.

A $647 million import quarter
Geostat's regional merchandise-trade release assigns second-quarter 2026 passenger-car declarations to the Georgian region where the declaring legal entity is registered. For passenger vehicles in SITC subgroup 781.2, the quarter totaled $647.35 million of imports.

The same workbook puts second-quarter passenger-car exports at $290.55 million. Tbilisi remained dominant, but its share fell to 74.3%.

Kvemo Kartli is the strongest export over-index
Kvemo Kartli's contrast is the headline. Its registered entities represented 4.4% of imports but 11.8% of exports. The export share was 7.4 percentage points higher and roughly 2.7 times the import share.
Samegrelo-Zemo Svaneti also moved up, from 2.0% of import value to 4.5% of export value. Adjara moved in the opposite direction: 2.2% of imports and 1.1% of exports. These are differences in registered-company participation across the two declaration flows.
The values are monetary, so they reflect both the number of vehicles and their declared value mix. A region can increase its share through more declarations, a higher-value vehicle mix, or both.
What the map changes
National totals make Georgia look like one car-trade hub. The regional workbook adds a second layer: Tbilisi hosts the overwhelming majority of declared import value, while export declarations have a wider registered-business footprint.
That distinction can guide local service planning. Customs agents, transport companies, finance providers, and business associations can compare where importing companies register with where exporting companies register. The second-quarter result gives Kvemo Kartli the most pronounced export-facing position after the capital.
