The discount that moved the market

Law N1477-VMS-XIMP, effective April 2, 2026, handed left-hand-drive hybrids under six years old a 60% reduction in excise duty. The arithmetic reached buyers immediately. As of June 22, 2026, hybrid listings in our active-stock dataset number 4,422 — far exceeding plug-in hybrid (231) and electric (1,118) combined. The median ask sits at $12,500, the median model year at 2020, which places most stock squarely inside the six-year threshold where the discount applies. Cleared-inventory velocity confirms the demand signal: hybrids are moving in a median of 12 days, the fastest of all fuel types tracked. Petrol follows at 13 days, electric and plug-in hybrid at 14, diesel at 15.

Nationally, hybrids now represent roughly 24% of new registrations in Georgia. The policy worked on the acquisition side. That is not in dispute.

The service gap the price tag does not show

Purchasing a hybrid is a transaction measured in days. Owning one is measured in years, and the infrastructure for the second part of that equation has not caught up with the first. Specialist shops capable of high-voltage diagnostics, hybrid transaxle work, and battery management service are concentrated in Tbilisi — field reporting points to a handful of dedicated operations, including Hybrid Lab and E-Motions, as the primary competent providers in the country. Outside the capital, general mechanics with hybrid-specific tooling and training are scarce.

This is not a catastrophic failure rate problem. Battery degradation data from Geotab puts capacity loss at approximately 1.8% per year under typical use, meaning a 2020-model hybrid retains well above 90% of its original pack capacity today. Routine wear is manageable. The exposure is in edge cases: an HV pack that develops a fault, a hybrid inverter failure, or a transaxle problem that requires factory-level software — these events funnel owners toward a small number of shops, with limited fallback if those shops are backlogged or a required part is on extended order.

Brand coverage is uneven

On the dealership side, the picture varies by marque. BYD has established an official service network in Georgia, providing a degree of coverage that extends beyond pure independents. Most other Chinese brands — Zeekr, Chery, Changan among them — operate without a formal local service structure, meaning owners depend on independent workshops for anything beyond owner-serviceable maintenance. This matters because Chinese-branded hybrids and EVs account for a large share of the recent import surge driven by the excise change.

Buyers evaluating a specific vehicle should treat brand service depth as a quantifiable risk factor, not an afterthought. A BYD with a warranty concern has a resolution path. A Changan with an inverter fault does not have the same path today.

Plug-in hybrids: the premium and what it implies

The 231 active plug-in hybrid listings carry a median ask of $14,000 — about $1,500 above standard hybrids. That modest raw gap understates the real ownership exposure, because the signal that matters is the replacement tail: plug-in hybrids carry a larger, more complex battery pack than parallel hybrids, and if that pack degrades beyond tolerance or fails outright, the replacement cost is proportionally higher.

Battery degradation at 1.8% per year is modest, but a plug-in pack starting at a meaningful fraction of the vehicle's total value creates a more exposed ownership equation than a comparably priced standard hybrid. Buyers considering a plug-in should factor in the absence of a formal charging network outside Tbilisi — field reporting identifies approximately six DC fast chargers in the capital, with coverage elsewhere being sparse — and the limited independent service capability for high-capacity pack work.

Practical guidance for buyers outside Tbilisi

The market liquidity data does not distinguish geography — a hybrid lists and sells in 12 days on aggregate. But the service map is not flat. For a buyer in Tbilisi with access to established specialist shops, the risk profile is materially different from a buyer in Kutaisi, Batumi, or a regional center where the nearest competent HV technician may be a multi-hour drive away.

Practical steps before purchase: confirm which independent or official workshops service your specific marque within a viable radius; ask the seller for any documentation of HV battery health checks or recent inverter diagnostics; for plug-in hybrids specifically, understand whether you have access to AC charging infrastructure for daily use, since DC fast-charge access is limited even in the capital. The 60% excise discount is real money — it should not be consumed by an unplanned service event that could have been anticipated.
