The Grandfather Window: The Cleared vs. Uncleared Price Gap Ahead of the Reported Surcharge Transition

As the reported grandfathering period approaches its close, we analyze the price discount on pre-surcharge customs-cleared stock — and where the picture flips.

The narrowing window of opportunity

A July 1, 2026 transition deadline for overland customs clearances has been widely reported in Georgian trade media, but has not been officially confirmed by the Revenue Service. If the transition proceeds as expected, vehicles that were successfully customs-cleared under the old tariff regime — commonly referred to as the "grandfathered" stock — will represent a finite pool insulated from the new, higher excise structure.

To quantify the current market split, we analyzed listing volumes and pricing from the AutoBridge snapshot. The aggregate picture shows that customs-cleared stock continues to trade at a discount to uncleared stock. Pre-cleared vehicles carry a lower median price than uncleared listings, which typically represent newer, lower-mileage imports. For a local buyer intending to register a car in Georgia, cleared inventory offers the additional benefit of avoiding the new clearance fees entirely.

Analyzing the market-wide split

At the aggregate level, the AutoBridge snapshot tracks 10,186 active uncleared listings with a median price of $14,800. In contrast, there are 6,074 active customs-cleared listings with a median price of $13,500 — a $1,300 discount to uncleared at the aggregate level.

This gap reflects two distinct realities. First, uncleared stock tends to be recent, higher-specification imports. Second, cleared stock is already integrated into the domestic market, frequently in older or more standard configurations. For a buyer seeking a vehicle for local use in Georgia, the cleared segment offers a lower sticker price and immunity from any future clearance costs under the new tariff structure.

Segment-by-segment breakdown: a mixed picture

The pricing relationship between cleared and uncleared stock is not uniform across segments. The most notable shift in this snapshot is SUVs, where cleared stock now commands a premium over uncleared — a reversal from the previous pattern. In most other segments, uncleared stock is the pricier category. Segments with fewer than 50 observations in either group should be treated as directional only.

Sedans (largest segment): 3,131 uncleared listings (median $13,000) vs 2,135 cleared (median $11,200). Cleared sedans trade $1,800 below uncleared.

SUVs (notable reversal — cleared pricier): 3,828 uncleared (median $16,000) vs 2,118 cleared (median $18,000). Cleared SUVs command a $2,000 premium over uncleared. This reversal likely reflects a compositional shift: cleared SUVs in the domestic market skew toward higher-trim, better-maintained registered stock, while the uncleared pool has widened with more diverse entries.

Coupes: 62 uncleared (median $23,250) vs 263 cleared (median $17,000). Uncleared coupes are priced $6,250 above cleared, likely reflecting a concentration of newer, higher-spec performance imports in the uncleared pool.

Hatchbacks: 213 uncleared (median $6,300) vs 312 cleared (median $6,300). No price gap between the two groups.

Pickups: 102 uncleared (median $23,000) vs 94 cleared (median $22,250). A narrow $750 advantage for cleared.

Wagons: 439 uncleared (median $11,800) vs 127 cleared (median $9,500). Cleared wagons trade $2,300 below uncleared.

Crossovers: 55 uncleared (median $13,500) vs 104 cleared (median $13,250). A marginal $250 difference, effectively at parity.

Minivans: 284 uncleared (median $11,000) vs 107 cleared (median $10,900). Effectively at parity.

Low-count segments (directional only): Trucks (39 uncleared at $14,800 / 9 cleared at $9,500), vans (11 uncleared at $10,500 / 29 cleared at $8,150), convertibles (26 uncleared at $18,450 / 35 cleared at $16,500), and minibuses (30 uncleared at $14,150 / 17 cleared at $13,000) all have at least one group below 50 observations and should be treated as directional only.

Strategic implications for buyers

For local car buyers in Georgia, the picture varies by segment. In sedans, wagons, hatchbacks, and pickups, cleared inventory trades at or below uncleared — and avoids any future clearance surcharge, making the case for cleared stock straightforward. Crossovers and minivans are at effective parity. The notable exception is SUVs, where cleared stock now commands a $2,000 premium over uncleared: buyers in this segment must weigh the tariff-avoidance benefit against the higher listed price of cleared vehicles.

If the reported July 1 transition deadline takes effect, buyers in most segments who act before the cutoff may secure vehicles at pre-surcharge equivalent valuations. However, buyers should independently verify the current status of the overland clearance rules with the Revenue Service before making timing-based decisions.
